The ESL Program provides appropriate instruction for ELLs (English Language Learners ) with age appropriate academic skills in their First Language. Students with a solid foundation in their first language can transfer skills such as reading, writing and math from one language to another: in a situation where their additional language acquisition is supported. Appropriate support means that students have been assessed to determine their English level (STEPs Initial Assessment) and are provided with both Language resources and support AND classroom assessment and programming that reflects their place on the STEPs Continue of ESL skill development. ESL students usually become Academically proficient in English within 5-7 years in Ontario schools.

The ELD Program provides appropriate instruction and assessment for ELLs who do not have age appropriate academic skills in their first language: a gap of 3 years or more. ELD students may have limited or no prior schooling experiences and therefore need basic instruction in literacy/numeracy in the additional language: ie the variety of English used in Ontario classrooms. It may take up to 10 years for ELD students to reach their academic potential in Ontario schools.
